I'm Kenneth Lomba. I've spent my career on the line and at the table—catching bad actors, building investigative units, running international teams, and leading a major association through real modernization. I'm running for MSA Vice President to bring that same "get-it-done" energy to our members: safer workplaces, stronger contracts, and faster results.
Why I'm Running
Members first, always.
I want an MSA that answers emails, returns calls, and moves issues from "pending" to "done."
Predictable, unified bargaining.
We win when safety groups negotiate on aligned timelines and with shared strategy.
Expansion to increase promotional opportunities.
Emphasis on expanding the department for the betterment of public safety while increasing supervisor positions to foster more promotional opportunities for our MSA members.

What I Bring (Receipts)
Street & Investigations
1989–1994: Loss Prevention → promoted Manager; averaged ~1 arrest/day; led one of NorCal's largest employee theft cases (>$30k) using surveillance and airtight documentation.
SFSO (1994–1997): Selected to Emergency Services Unit (1997)—high-risk entries, fugitive apprehensions, surveillance.
Marin SO (1997–2000): Helped stand up a Street Enforcement Unit (warrants, special investigations, narcotics surveillance; interagency assists).
San Rafael PD (2000–2006): Patrol & investigations; regional work on fugitives and narcotics.
Builder & Operator
International business (2006–2008): Offices in Thailand and New Zealand; supported teams in Trinidad & Tobago—logistics, compliance, results under pressure.
Union Leadership & Modernization
Returned to SFSO (2008); later Sergeant (2024).
Built union web/marketing, shop steward (2 years), then association president (8 years) with a track record of:
- Financial stabilization and disciplined reserves (gold/silver & crypto diversification).
- Signing major CBAs and improving member communications.
- Launching AskSgtKen, a first-of-its-kind 24/7 AI recruiting agent covered in regional media.
Advocacy that gets policy changed (e.g., retroactive status grants wins and retirement fixes for members in similar groups).
Bottom line: I don't need on-the-job training for this role—I've already done it, at scale.
My Plan for MSA (What I'll do for you)
1) Contract Strength & Strategy
- • Align with sister safety unions on cycle timing and economics to increase leverage and reduce City "divide & delay."
- • Unified fiscal planning message: predictability for the Controller, stability for members, fewer mid-cycle surprises.
- • Clear wins in black and white: language that closes loopholes, protects differentials, and locks in enforceable timelines.
2) Retirement & Benefits That Matter
- • Retirement fixes & clarifications (keep pushing where we've already moved the ball—document timelines and eligibility, reduce friction).
- • Explore smart rollovers (comp time/leave to deferred comp where allowed), reduce overtime backfill costs through incentive-aligned programs.
- • Education for families: practical guidance on college/skills pathways (529, accredited programs, academies, healthcare & tech tracks).
3) Recruitment, Training & Promotions
- • Recruitment pipeline using always-on digital intake, quick callback SLAs, and structured ride-alongs/info sessions.
- • Training timelines (e.g., POST and FTO planning with real schedules—not wish lists).
- • Supervisor development: push for incentives (POST Supervisor premium where applicable), mentorship ladders, and transparent promotion criteria.
4) Safety, Equipment & Operations
- • Close the safety gaps: shields/helmets/TASERs/BWC where appropriate, better warrant procedures, and consistency across units.
- • Facilities & gear audits with member sign-off; publish the punch list and check items off in public.
5) Transparency & Service
- • Member Helpdesk (48-hour SLA). Every inquiry logged; no "black hole."
- • Monthly VP report: what we asked for, what we got, what's next.
- • Office hours + station visits: you shouldn't have to chase your union; your union should find you.
